Stephen Morris, Ph.D., Senior Director, Program Management, NewLink Genetics/BioProtection Systems
Stephen has over 13 years of experience in the areas of biodefense and USG contracting, including the development of vaccine and therapeutic medical countermeasures. Before joining BPS he served as the Chief of the Antitoxins and Therapeutic Biologics Branch in the CBRN division of BARDA between 2007 and 2015. There he oversaw the management of three acquisition contracts for anthrax and botulism antitoxins, awarded to Human Genome Sciences and Cangene, as well as several Advanced Research and Development contract programs.
Giacomo Apadula, Director, Government Contracting Advisory Services, BDO
Giacomo serves clients who operate in the federal government contractor and grantee market spaces on matters related to cost accounting, regulatory compliance and litigation/audit support. Specifically, Giacomo has assisted clients to establish cost accounting practices and indirect rate methodologies as a means to meet the organization’s strategic goals (e.g., maximize cost recovery, achieve cost savings) through the development of indirect cost/facilities and administrative (F&A) rates. Additionally, he has consulted clients on mitigating compliance risks and aided in the design and implementation of internal controls — including those required to obtain government approved business systems.

Susan has more than 25 years of drug, vaccine and biologic development experience; 13 years at a Fortune 100 pharmaceutical company and over 13 years in biotechnology. She has managed product candidates successfully through development to licensure and specialized in building and leading portfolio, program & project management departments for several biotechnology companies. Susan has managed the development of proposals that directly contributed to the award of government contracts, and has overseen government contracts worth over $80M for funding product development.
